Freeing up spectrum means examining the way spectrum bands are currently used and seeing if those bands can be used more efficiently and effectively. ACMA has already identified seven bands as priorities for reform. This discussion paper provides more detail.

Referring to my post on “The Spectrum Management Framework”.
The welfare standard need to be further address to ensure competitions between carriers do not become lop sided and cause price increases.

The discussion papers posted on Spectrum Square are conversation starters to assist us in identifying and prioritising spectrum policy and management issues that may need to be looked at further. They do not represent final policy proposals.
The discussion paper on Spectrum Square titled ‘Priority Review of Spectrum Band Use’ identifies spectrum bands already under consideration by the ACMA through its ‘Five-year Spectrum Outlook – 2012 – 2016′, and ‘Towards 2020 – Future Spectrum Requirements for Mobile Broadband’.
The discussion paper ‘Priority Review of Spectrum Band Use’ seeks stakeholder views on the bands identified for possible reform, and also asks:
• What other bands do you consider ought to be considered as reform priorities?
• What are the technological and market drivers that require early band review?
• What are the best approaches available to undertake spectrum band reform?
